Primary Care Education Foundation (PCEF) is a non-profit professional organization recognized as a tax-exempt charitable institution under Section 88 of the Inland Revenue Ordinance. Our core members include medical doctors, healthcare specialists, Chinese medicine practitioners, and registered nurses, all of whom are committed to promoting public health education and disease prevention.
Through diverse initiatives such as community education, research, collaborative activities, and media outreach, PCEF actively disseminates health knowledge to various sectors of society, including public and private institutions, community groups, and individuals. We advocate for a positive and encouraging approach to raising public awareness about disease prevention, while supporting efforts to improve healthy lifestyles for all, ultimately extending life expectancy and enhancing human health.
PCEF is dedicated to serving as a bridge between professional medical expertise and societal needs, working together to build a harmonious and healthy future.

關志康先生是大健康產業的企業家和投資者。現為三家上市公司的董事及健康教育基金會主席。
服務香港政府13年，百本醫護(2293.HK)共同創辦人，帶領公司從初創到上市，曾擔任集團主席及執行董事。

Our Chairman Mr. Jacky Kwan is a highly accomplished entrepreneur and investor with a strong focus on the elderly and health sector. He has an impressive track record of success and leadership in various organizations and initiatives.
After dedicating 13 years of his career to public service in the Hong Kong government, Mr. Kwan co-founded Bamboos Healthcare (2293.HK), a company that he led from its inception to its successful initial public offering on the Growth Enterprise Market (GEM) and Main Board. During his tenure as the group chairman and executive director, he played a pivotal role in the strategic growth and development of the company. He currently serves as director in three listed companies.
Mr. Kwan possesses a solid educational background, having earned a bachelor’s and a master’s degree in Economics from the University of Hong Kong. Additionally, he holds an EMBA degree from the Chinese University of Hong Kong. His commitment to continuous learning and personal development is evident through his receipt of a full scholarship from Harvard University for advanced studies in leadership.
Recognized for his exceptional leadership and entrepreneurial achievements, Mr. Kwan has received prestigious awards. In 2013, he was honored with the Ernst & Young China Entrepreneur Award, and in 2012, he was recognized as the Young Entrepreneur of HK Business Award recipient.
Beyond his professional endeavors, Mr. Kwan is deeply committed to social causes and making a positive impact. Raised in a grass-root family, he is passionate about addressing the issue of left-behind children in mainland China. In 2019, he founded Mrs Bee, a rural poverty alleviation and family reunion project in Zhaoqing, where he also served as a member of the CPPCC (Chinese People’s Political Consultative Conference). Furthermore, Mr. Kwan currently holds the position of chairman and judge of Forbes China ESG Innovation selection, showcasing his dedication to promoting environmental, social, and governance initiatives.
Mr. Kwan’s expertise and insights are highly sought after, and he actively contributes to the field through his hosting of the Radio Television Hong Kong programs, “Medical Care Starts from the Heart” and “Management of New Thinking.” He is also a regular contributor of articles to publications such as “Hong Kong Headline Daily” and “Zhaoqing Duanzhou News.”
健康教育基金會副主席 朱偉星醫生
前香港家庭醫學學院會董，現為家庭醫學及基層醫療服務部榮譽顧問醫生。亦為香港大學醫學院家庭醫學部擔任榮譽臨床副教授。
一直關心基層健康，推動基層醫療服務發展工作。2003年起，帶領及參與19項藥物臨床研究小組﹐為市民建立健康寶庫。 2014年，聯同香港大學醫學系心臟科推行心房顫動篩查與治療計劃，對心臟科醫療服務影響深遠。更經常參與醫管局內的職業安全及員工健康的政策討論，帶領政府團隊建立慢性病管理架構，為基層醫療政策提供意見。
同時對醫療教育工作尤為重視，已為香港醫院管理局從事長達20年的家庭醫學發展及培訓工作，悉心栽培本港的醫護人員及全科家庭醫生。
